HEALTH  INSURANCE IN CANADA

Non-resident Italian citizens visiting Canada

  1. Italian nationals who are not residents of Canada are not entitled to health insurance provided by the Canadian health care system.  In the event of an accident or illness they would therefore incur significant expenses for medical treatment or hospitalization (in excess of 2,000can$ per day.)
  2. It is advisable therefore to purchase health insurance coverage for family members or guests visiting from Italy prior to their arrival in Canada, to cover any possible medical expenses that may be necessary during their stays.  Alternatively, family members or guests may wish to purchase similar insurance coverage prior to their departure from Italy.

Italian citizens (resident in Ontario) who travel to Italy

  1. Italian citizens who are Canadian residents and live in Ontario are beneficiaries of the “Ontario Health Insurance Plan” (OHIP.)  They are entitled to the following reimbursements (through OHIP) for medical costs incurred abroad:  50can$ per day for emergency room care, 200can$ per day for hospital services.  Original invoices should be sent to the following address:  Ontario Health Insurance Plan, Out of Country Travel Claims, 75 Albert Street, 7th floor, Ottawa, K1P 5Y9; tel. 1-800-387-5559; www.health.gov.on.ca/en/public/publications/ohip/travel.aspx. N.B.   Documentation submitted must include:  a) name, signature, and address of attending physician or hospital representative, b) detailed description of treatment, c) date and cost of each medical treatment or procedure.
  2. During their stays in Italy, Italian citizens with the status of ‘Emigrant’ in Italy or persons receiving pensions from Italian pension administrations and who are in Italy temporarily, are entitled to the reimbursement of the costs of emergency medical assistance and hospital care for a maximum period of 90 days per calendar year, limited to the difference between the amount covered by OHIP and the amount invoiced by the Italian health care provider, upon presentation of a declaration issued by the Embassy of Italy in Canada.
  3. It is advisable to purchase a health insurance policy that covers costs not reimbursed by OHIP.

Italian citizens (resident in Québec) who travel to Italy

  1. Italian citizens who reside in the Outaouais Region and the rest of Québec are covered under the “Régie de l’Assurance Maladie du Québec” (RAMQ) They are entitled to the following reimbursements (through RAMQ) for medical costs incurred abroad:  50can$ per day for emergency room care, 100can$ per day for hospital services.  Original invoices should be sent to the following address:  Régie de l’Assurance Maladie du Québec (RAMQ,)  Case postale 6600, Québec, QC, G1K 7T3;  tel. 1-800-561-9749; www.ramq.gouv.qc.ca/fr/citoyens/sejours-hors-quebec/assurance-maladie/Pages/remboursement-frais-services-recus-lors-sejour.aspx                                                                                                                                                                                 N.B.   Documentation submitted must include:  a) name, signature, and address of attending physician or hospital representative, b) detailed description of treatment, c) date and cost of each medical treatment or procedure.

  1. Canadian citizens who are not also Italian citizens are not entitled to coverage provided by the Italian National Health Service unless they are permanent residents of Italy.
  2. FINANCIAL ASSISTANCE

Consulates can distribute subsidies to Italian citizens residing stably within their consular jurisdiction and who find themselves in verifiable situations of exceptional need, such as delayed arrival of government assistance check, disability, unusual medical conditions involving special medical, dietary or pharmaceutical expenses not covered by local assistance, and so on. The indigent Italian national is required to provide documented proof of his/her situation of exceptional need. Subsidies cannot exceed the maximum limit established by ministerial provisions. This type of assistance also includes the issuance or renewal of Italian passports at no charge to Italian citizens in financial difficulty.

Italian citizens in transit who fall victim to theft of money or documents can also request loans with the promise of repayment to the Italian Treasury. Loans are granted on the basis of evaluations made by the Consulate.
